Decades ago, Amadeus Arkham's good intentions paved the road to Hell with the creation of Arkham Asylum. Originally intended to house the mentally ill, it became notorious as a prison for the criminally insane. Now, his nephew Jeremiah oversees Gotham City's worst offenders - but his approach to rehabilitation has led to a revolving door of escapees.

When the villain Black Mask destroys the Asylum, the good doctor rebuilds the institution as a modern SANCTUARY for troubled souls. Some Gothamites are outraged at this revolutionary attitude toward monstrous criminals like Killer Croc, Clayface and Mister Freeze. But when peculiar accidents at the new facility lead to a full-on prisoner riot, even Jeremiah will see that the asylum's horrific legacy cannot be exorcised quite so easily.
