Batman watched from the shadows as Quincy Sharp became Gotham's mayor by taking credit for stopping the Joker during the riots that destroyed Arkham Asylum. He grudgingly accepted outlaw status when City Hall came down against all those in costume, including heroes. But when plans for Arkham City came to light, the Dark Knight knew he must act.
